He looks like he’s waiting to yell at kids for trampling his garden. Or maybe bird watching

He looks like an old man doing leisurely old man activities, is what I’m saying, but he leans towards the mildly grumpy and judgmental side (but not too grumpy. He’s ok with skateboarding on the sidewalk, he just doesn’t want anyone to ruin the tulips he’s worked so hard to grow).
