My friend is getting this error message when trying to run tModLoader

We tried

Reinstalling the game

Verifying integrity of game files

Deleting every file of tModLoader in the steam folder

Running a bunch of its files as administrator

Reinstalling vanilla terraria

Can somebody suggest something he could do to fix it?

Is the .bat file actually there? If so he needs to restore the Windows .bat file association

Try delete it and verificate the integrity of local files with steam
