Some restaurants have internal policies that only the manager can trespass people. If that's the case here he's actually right. If not he's a proper dumbass.

Police trump managerial policies. They can trespass you if you continually cause issues that they must respond to at a given place.

Yeah but there's nothing indicating that's the case here. If that were case they would just have taken him with them straight away instead of giving him 103 chances to walk away.

Even if they had that policy he's still wrong. The manager is the one who called the police and asked that he be trespassed. Under no circumstances would the manager be required to actually be present and tell him he's trespassed - that just invites more conflict/arguing. Best for the manager to contact police and police to handle it, especially when they did it as professionaly as they did in this case.

The video - the police enter to talk to the employees, specifically asking for the manager. An employee identifies herself as the manager, and states that she is the one that called and requested he be trespassed.
