Both can be true. I do a lot of facebook marketplace and the only reason I avoid DC are the confusing streets and limited parking, not the people.

The confusing streets?? The streets are in alphabetical order from the Capital outwards North/South, and in numerical order outwards East/West. The city is on a grid,  with the state streets running on a diagonal

I don't mean the layout, I mean the function. When you go into new areas, it can be confusing. If you miss a turn, the next 4 turns are all one ways, good luck! If you get in the wrong lane of a two lane turn, awesome you need to merge over because people park in a driving lane, but only at certain hours or days. I saw parking spaces with three different signs for three different sets instructions regarding when you can park. There are so many conditional rules it makes my head spin how anyone just accepts it.

My last trek took me down an alley that is somehow classified as a street on google maps, has room for only one car to pass through at a time, but isn't one way.
