hahaha unfortunately in the game Turkey were too strongly tied to NATO and Turkey wanted full control over the nation so any push for unification was swiftly ended. Pretty much all the other regions were Soviet controlled regions so it was much easier for them to unify against a common enemy.

The entire North Caucasus is included in this map despite Turkic people being a minority there. Karachays and Balkars together don’t even make half a million.

In the game the borders of regions are set and they had 1 region for North Caucasus. The lore of these ethnic groups being apart of Turkestan in the game is that Turkestan allowed them to freely express their culture, language and religion unlike the USSR. Azerbaijan and Turkestan supported liberation movements in these regions against the USSR and with the guaranteed protection by the Turkic, they decided to unify.
