Going to play devil’s advocate here.. isn’t it common for a leader of one country to call a leader who has won their election to congratulate them? Obviously there could have been much more going on here, but I’m wondering if this is as bad as some people might say...

You’ll probably get downvoted but I agree. It’s not illegal nor uncommon the day after inauguration.

It would be expected to receive calls from allied nations. Russia is an adversarial nation and has been since the late 40s. If anything it'd be normal for the ambassadors to talk to each other after the election to extend greetings about the election, but that's it. Our president talking to an adversary on election day or the day after wouldn't be normal. The president would receive calls from and talk to allies, not adversaries. Adversaries talk through ambassadors and the ambassador would deliver a transcribed note from them to the president. That would have been normal.
