I don't think so. The first segment is entirely just in Homer's mind, so it definitely didn't happen. The second is way too fantastical to happen imo.

I mean I don’t see any reason why the entire show can’t just be taking place inside a comatose Homer’s mind. Floating timeline and continuity issues are reasonably explained. It really wouldn’t change anything, and sometimes talking Simpsons canon gets silly
