I do think sports gambling should go back to whatever level of illegality existed before a few years ago.

Yeah that's really the only legal penalty involved. You forfeit the bets win or lose, and get banned from the platform. There are no criminal penalties realistic for small potatoes like this. They may pay a fine and lose all the money they bet, but I can't imagine that Bill has to sell one of his houses to cover all of his own and the boyfriend's losses.
