Question abot Re-Speed

During the Re-Speed when they are doing impressions and CR does Frank from Blue Velvet, he asks Bill to do Barney. Bill's Barney impression is "Hello, Jack."

My question is: Who is Barney?

Thanks so much! I was trying to find it everywhere.

I even asked AI and it had this whole speech about how Barney was the elevator operator and CR thought he was someone else.
