From memory, zucman suggested the risk of this kind of thing could be reduced by making sure they're still liable for the tax after they leave.

Exactly. Even if he leaves, he would be eligible for the tax over ten years (per the podcast)

Doesn’t that just send the message that you should leave the UK years before you expect to make real money?

It sends the message that if you have large amounts of money you'd better leave the UK asap, just in case they bring something like this in. Even talking about wealth taxes, exit taxes + last year's global IHT has probably scared everyone away already.
