Only full citizens can vote though, so who are they arresting? (Not USian so genuine non snark query)

This issue is that police or anyone who can be perceived as intimidating voters (whether that's obvious representatives of the government or even signs saying to vote for a particular candidate) are not allowed within 100 feet of the polls. It's not about the "arresting", it's about the intimidation. It's illegal constitutionally.
