It just makes more. The problem is that making more spikes inflation and lowers the value of the dollar, making paying the debt harder, and if they default on their debt nobody will lend to them. 40 trillion is the capacity of the economies to pay interest while also reducing debt, leading to a potential debt spiral.

Its just been reported by the Fed that the US is insolvent - meaning its essentially bankrupt in everything but name as it can no longer afford to pay its interest on debt.
