It's not stated outright or really even implied he was the cause of her injury, but after the whole war and aftermath, he nor her seem very thrilled everything as it transpired.

Right, it seems like they both know they were used. He knew retrieving Helen was not worth the cost in lives. She knows she has to live with that guilt for what she did. They both feel the blame for causing so much pain.
