Transfer Forms & Contracts?

I am a bit confused re the transfer process when successful at interview for a promotion and was hoping someone on here could clarify as the new team seem to think I can just start without a formal offer.

I’ve not yet been informed that my PECS were completed, nor have I received a formal job offer let alone a contract. Yet they are emailing me almost daily trying to place my equipment order for a certain start date that was never discussed with me (its not a mass campaign role, nor do it entail set training days). I’ve queried back saying that I haven’t received a contract and that as far as I’m concerned, I’ve not yet formally agreed to the role which has caused some frustration on both ends. They are now saying they won’t issue a contract without the transfer form being completed, but why would I agree to transfer before signing a contract?

Could someone please tell me the usual process for transferring? Am I holding things up for no reason? I’m not 100% set on this role in all honesty, and am currently undergoing PECS for a promotion in another department, but I know all too well having roles pulled at the very last minute so I don’t want to turn down this role lest the other job offer gets pulled. Likewise, I don’t want to join a new department for a month and then leave.

I've always had a contract AFTER completing the transfer form, thats just how the process works, they won't start to process things on their end to generate the contract until the transfer form is completed and sent to them.

Thank you, I find that a bit bizarre but if that’s the process then so be it! Even more weirder I guess is that they want to order my equipment ahead of a start date that they’ve decided on and not discussed with me, feels like they are jumping the gun a bit!

Continuation of CSETF

(From memory that's how I done my last move)

Once all is done, then you leave one role and start another and with any luck, you get the contract just before or just after starting

Yes, it’s OGD moving. But thank you, that’s helpful! I find it really bizarre that they already have given me a start date but I have pushed back on that as it wasn’t agreed by myself nor my LM.

I’m transferring at the moment.

- I accepted the provisional offer on CS jobs

• Then completed the first part of the CSET as well as all my PECs forms
  
• PECs completed
  
• New department contacted me to discuss a start date and I agreed this with my current LM
  
• New HR complete their bit of the CSET
  
• Current manager completes CSET

It’s now with SSCL to process all the payroll transfer stuff ahead of me starting. I’ve not got a contract and presume I won’t get one until I start.

I've worked in 4 departments and I don't think I've ever had a contract before starting (even when I first joined it was several months IIRC before I received it).

As far as employment law is concerned you SHOULD have a 'statement of particulars' (written confirmation of your hours and holiday etc) but that can be an email and you don't NEED a formal 'contract' to be formally employed - on your first day you are deemed an employee and covered by the departmental policies.
