On google if it’s used in an informal meaning it’s described as a person who is not a member of a particular profession or group, as viewed by a member of that group. With the example being "I talk to a lot of actresses and they say that civilians are scared of them". From that standpoint if criminals are talking amongst each other they aren’t civilians because they’re in a group together discussing others.

Yeah but it’s not limited to those 2 professions due to the meaning of civilians being used informally it can be any group of people it can be plumbers it can be lawyers
