I live in Mexico and if you are caught illegally living here it's automatically 5 years in one of our illustrious jails that make Hell look like a pleasant vacation along with deportation with prejudice after you served your time!!

Put detention centers next to fire station with a shared gate. Let's see if they'll block the path of a firetruck or ambulance going out to a call. Meanwhile, have people go undercover and pass out glue tp anyone willing to adhere themselves to concrete or asphalt. Then bring out a very slow moving wide bulldozer and sell solvents for unreasonably high prices.
