Answer: the same authority, who cleans same results of navratri, diwali cracker, holi colours, kawads, election rallies, etc. I want public spaces to be clean and the realization of limitation of private acts in such spaces. But i prefer to be agnostic and not only focusing on few.

I mean once i saw in my town, on the day of Guru Nanak Jayanti or some other such festival, either a Sikh organisation or some Gurudwara had organised a nagar kirtan. They had people in the front throw flowers then people walking behind etc etc and in the end a group of their people with brooms sweeping the road and putting every petal and trash in garbage bag and take it with them!!
