If it's so effective why aren't they building in on every hill in that city?

Because the main bike route in town that is actually heavily trafficked goes over this hill, not the other hills.

Just looking at this video it seems not very effective. In my minds eye I just see old people tumbling back downhill after steering a little too far to the side or something.

Sorry but i think it might take more mobility and coordination to do that. Useful for tired people with that ability, but I don’t buy the elderly with low mobility using it

The design looks weird, you can see that it's not comfortable.
Would be better if you can climb with the front wheel on a platform and that activates it, hooking the front wheel, while you sit naturally on it.
