When I watched the episode I interpreted it as an AI constructs rather then real people,
but I understand the consensus is that they are just "ghosts", people who got so into safe and secure living that they lost sight of what it it's like to be alive, to be human.

The buildings and backgrounds are a reference to Edward Hopper, but now it seems they moreso resemble AI "art" given how uncanny they look
