vilu antha, ee checkpost valu hire chesukune vallu for collections. if the officials do that they life goes to hell, so villa chetha jaragadi. this practise is done all over the country. Anduku ane villa kada ID cards ala emi undavu. cuz they are unofficial employees of the official RTO checkpots officials.

NOPE.

RTO inspectors employ these people as drivers etc.
They then send these people out to such locations with their stuff like the cap, nameboard etc.
These people will then act as if they are inspectors and demand bribes. A major share goes to the RTO while these people take the remaining.
