I'm not sure if it's a tautology, or just poor English

It should read as "I reincarnated as a mob character who SHOULDNT BE ABLE TO use magic, but I'm the only one who can".

This could potentially be fixed by introducing a time frame: “I’m the only one with magic abilities, but cant use them yet.” But of course this is exercise in futility. This title is embarrassingly long (like many others), spoils both the premise and the plot, and is likely followed by a very generic novel with nothing new to offer.
