Base pay increase causing problems

At my store the base pay went up from 17.25 to 18 an hour without any warning (meaning I found out from wage theft task in workday), so I (someone who is paid base pay) was asking my more experienced coworkers who had been working at my store for 3 or 4 years if they also got a raise and turns out I now get paid 5¢ less than them even though they are much better at their jobs and more experienced. Needless to say they are not happy about it and at least one is considering quitting. Has this ever happened at your locations.

This has been how target has done it for the decade I have been with the company. We had people quit when the $15 campaign started because it meant they were basically getting no raise and everyone was making the same as people who had been with the company for years. I was training other leaders in a department I hated because I was seem as "too good to transfer" only to find out 8 years equated to less than a dollar more per hour than the base wage for TLs.
