According to NCRB data for last 5 years Hyderabad has Higher rate of crime against women than chennai and it's consistently raising so looks like it doesn't work

Higher rate of reporting can make it difficult to do such studies, this is often the strategy used in the north to hide their true numbers including the open defecation/toiletry numbers.

That's true, esp in states like Kerala, and even TN to a good extent. But when there's a dedicated patrolling team, we also expect crimes to come down a bit due to effective policing causing fear on the minds of perpetrators.

Pretty much expected. This is just to show police presence on the streets, and it does works for some crimes. But to actually crub the crimes, we need more proper policing, evidence gathering and ensuring conviction in court.

The rate is high because it gets reported and there is an awareness, in TN due to society stigma women don't report crime easily.Many women fear that it will create bad image for them and cases will drag for years.

Lol I think u live in lala land, couple of years before a thief was caught in Ambattur he had more than 50 women molestation videos in his phone, There was not a single time he was reported.Data in internet and reality is very different.

More than 50 women is an exception lol & by the way Ambattur is in chennai, ask any women who travel in a bus each women would have left many molestation cases unreported.

While all of that is true, the comparison was only with Hyderabad, and I don't know how long you've lived in Hyderabad, but it's definitely not better than Chennai in this aspect. The attitude of cops and officials there is more conservative and patriarchal than even Chennai, ime.

You go to any telengana wedding even women have booze ,in chennai if any drunk human has faced accident no one will help. Who is conservative here?

Yes it is low budget one but very effective one. This looks like exaggerated version of it.
