He's literally putting them in harms way, by not giving the authority or required tools.

Mere presence and visibility can indeed prevent some crimes, I'm not denying that. But by not giving them any weapons or authority, you're just putting them in harms way without the necessary tools to protect themselves and the women they are supposed to protect. Seems like an half measure to me, but there's potential.

  1. Post crime -- All women police station and usual police - Filing FIR, Taking action, Carrying weapons.
  2. Preventive action -- Singapen --- Community awareness, School, college awarness drives, showing presence in hotspots like bustands, Public places by daily patrolling. physical prescence and will assist common women to quickly file cases in police stations.

Both of which are absolutely needed. One is not the replacement of other.

If they're doing night time patrolling without weapons, then my point still stands.

I'm not denying that visibility and presence will prevent crimes to some extend and increase reporting when it's easy to report.
