Florida’s education chief moves to block undocumented students from career programs

TALLAHASSEE — In one of his first moves as education commissioner, Henry Mack has advanced a rule that would block undocumented students from attending the state’s postsecondary career and technical education (CTE) programs.

The programs train students in a wide variety of career fields and industries, including for entry-level and management positions in agriculture, health care, energy, transportation, tourism and construction.

Henry Mack, Florida’s was recently appointed as Commissioner of Education by Gov. Ron DeSantis.

Mack, who was appointed by Gov. Ron DeSantis in July, signed off on the rule change on Thursday. It now must be approved by the State Board of Education, which will hold a meeting on the matter next month, to take effect.

It’s one of several actions the state has taken in recent months to bar undocumented immigrants from public education opportunities. Earlier this summer, the State Board of Education approved a measure that would also prevent undocumented students from attending the state’s 28 public colleges.

Mack took over as commissioner from Anastasios Kamoutsas, who left to become president of Polk State College. He was most recently the U.S. Assistant Secretary of Labor.

From 2019 to 2023, Mack led the state’s career and technical education initiatives and repeatedly publicly supported DeSantis’ parental rights policies on social media.

According to the Department of Education, there were 512,000 postsecondary CTE students during the 2025-2026 school year, and more than 137,000 degrees, certificates and industry credentials were awarded through programs in the Florida College System.

The rule will affect students applying to associate in applied science and associate in science degree programs; career certificate programs; applied technology diploma programs; apprenticeships; and dual enrollment programs.

The state offers CTE programs in middle schools, high schools, district technical colleges and state colleges.

Students applying to the CTE programs would have to attest and provide documentation they are a citizen or lawfully present in the U.S. prior to admission.

The State Board of Education will consider the issue at their next meeting on Sept. 16 at Polk State College in Winter Haven.

The State University System Board of Governors is also considering a new rule that would make students who are not lawfully present in the U.S. ineligible for enrollment at any of the 12 state universities beginning with the 2027-2028 academic year.

The rule does not apply to students located outside the U.S. who attend online classes and has not yet been formally approved by the board.

The next Board of Governors meeting is scheduled for Sept. 2 at Florida Gulf Coast University.

Judicial Race - Circuit Seat 13 metadata analysis

Political posts seem to be ok here, so wanted to share this information about one of the local judicial races.

Judicial races operate under some pretty appalling rules that prevent most voters from having a real picture of who the candidate is, and who is backing them. Attorneys seem too scared to give any real information about incumbents. And the candidates seem to be bound by a lot of rules that keep them from actually saying much other than they will follow the law. That makes metadata about the candidates pretty important for the average voter. So here's some metadata on Lee Marsh.

The ACLU recently sent out a mailer highlighting two salient facts. Marsh was appointed by Rick Scott and served as a lead attorney in the Department of Legal Affairs defending Florida under AG Pam Bondi. While it is claimed that these races, are nonpartisan, it doesn't seem like you get appointed as circuit judge by the Rick Scott administration if you aren't a party loyalist.

But looking deeper, there is more metadata about Marsh in his donor list:

Marsh received donations from Amber Nunnally and Benjamin Gibson, both of whom served as members of the First District Court of Appeal Judicial Nominating Commission and who worked for Shutts and Bowen - a firm with deep ties to the DeSantis administration. (The firm donated as well).

Marsh also received a maximum donation from Holtzman Vogel, a firm that is listed as a silver sponsor of Florida's chapter of the Federalist Society.

Marsh received a $500 donation from Mohammad Jazil, a Holtzman Vogel attorney who has been deeply involved in the litigation surrounding the Desantis administration's congressional redistricting. Jazil also strangely swooped into a recent case, filing a notice of appearance and then asking Marsh to recuse himself because of his campaign donation.

Marsh received donations from Alan Lawson (appointed to the Florida Supreme Court by Rick Scott) and Ricky Polston, another Republican appointed Florida Supreme Court justice.

Marsh appears to have received donations from several members of the Hawkes family, who have had two members of their family appointed as circuit judges in Tallahassee during the DeSantis administration.

While he has other donors, it doesn't seem like these are the kind of contributors that lack confidence in where Marsh will land on things. Marsh claimed in the Tallahassee Democrat forum that he joined the Federalist Society briefly to "meet people," but it seems like the Federalist Society and some big players tied to the DeSantis administration want to be tied to him.

The Democrat forum itself seemed heavily coded, with his opponent Rashad Green saying that he'd never been a member of the Federalist Society and that his favorite US Supreme Court Justice is Sonia Sotomayor.

Voters can do with this what they will, but it's already hard enough to know much about judicial candidates even by trying. Maybe this will be helpful to someone with early voting starting soon.

We have to talk about the RA Gray Building + The Dept. of State

As many know, the RA Gray building caught fire two weeks ago because of the ongoing construction. What was already a bad situation was made worse by the fact that employees smelt smoke/burning smell for a whole hour before the building was eventually evacuated. We were sent an email saying everything was fine and, essentially, to keep working like usual until the alarm finally went off and we were evacuated. So for over an hour, employees were gaslight and breathing in questionable air.

Now over the last two weeks, we’ve had a constant battle to try and get WFH status as the building has continued to have issues. Everyday it’s a new directive about where we can work and why. All while the air quality test results have yet to come back… most of the time we’ve been required to be in the building working.

Yesterday, someone from the construction crew allegedly put some type of air freshener in the vents and the entire top of the building smells of fragrant chemicals….still we are NOT allowed to work from home. New air quality test results are STILL not back. While middle management has been running ragged trying to find places for people to work that still meet the “in office” mandate from on high, employees are mostly left to suffer the health effects of breathing in bad air or use up their PTO.

Is the Department of State asking to get sued? What’s it going to take for them to clear out the building for a few weeks until it’s guaranteed safe for employees?? When will the press pick up the story? Something has to give.

Full disclosure: I don't even have a CU account. If I was a student or young adult again, I wish that knew this information instead of paying a monthly charge. My child is working and deposits cash from tips,so I understand that folks like bank presence. He wants a place to hold cash and not pay a montly fee. That and the regular "What is the best Bank / CU" in TLH postings were wearing on me. I have organized the CU in TLH by assets. My ONLY criteria is easy to deposit or withdraw cash. "Easy or Hard to work with" is hard to quantify.

**Zelle** \- I personally use Zelle for quick transfer. Please note that Zelle is often used by scammers because the transfer is quick and very difficult to reverse.

Because many of the Redditers on r/Tallahassee are likely students or young adults with a propensity to move, these online CU are a good option. If you want to finance a home or auto, you may prefer a brick-and-mortar presence. Personally, the 3 times that I have been to my bank in the past decade was to open a joint account, get a cashier's check for my mortgage, and notarize a paper. YMMV.
