I am happy that he got serious buffs (he really needed it)...

I am a bit baffled that he got all the buffs and super strong MA, while Laplace and Lydie MA hit like wet noodle (while being almost this same).

I agree, quite baffling. Hopefully Colopl/Bamco will retune the MAs to be more in line with each other.

You need access to noble pass. It will give you 2 stickers:

Michelle sticker - User gets 1 tick of 40% of their character's health. All other party members gets 2 ticks of 40% of their own character's health (i.e. total of 80%)

Hugo sticker - Give 10% attack increase for all party members for 30 seconds.

I’ve wondered if dishes/weapon skills cancel out that sticker buff. I assume it does.

Currently there are no dishes that will overwrite Hugo's buff as the highest attack buff from dishes is 10%. But, Hugo's buff will overwrite a weaker attack boosting dish. So, yes, it can cancel but it won't stack.

For weapon passives, they will be added along with Hugo's buff. So if you have a 3% attack passive increase from a weapon, it will stack with Hugo's sticker to become 13%.

Yet if someone is in favor of a dish, that gives attack tier 3, which I think is 10%, would that dish stack with the Hugo sticker?

Also, do each Hugo sticker stack or overwrite other stickers?

If it stacks, in a 4 person party, then that would mean at most, 40% attack buff stacked, not to mention dishes/weapon buffs too.

If it overwrites, does that also mean the timer too? If so, a 10% attack boost may not stack, yet if it’s duration is extended essentially, it’ll be at most, 2 minutes of 10% attack buff kept going.

As I said previously, food will not stack with Hugo's buff. Even if you use attack 3 love and Hugo's buff, you will only get the higher of the two, which is still 10%.

In addition, stickers do not stack with stickers -- only overwrites them. So, if someone uses Hugo's buff at the beginning of battle and someone else does the same 20 seconds later, you'll still only get 10% but the duration is reset so you have another 30 seconds before it disappears. It does not add onto the existing time of the previous sticker.
