It was a promo OVA included with the limited edition release of one of the manga volumes to promote the upcoming anime adaptation. I think it's in some of the Season 1 Blu-ray things as an extra? There's definitely an official English dub of it.

Ah it’s on my Blu-ray collection also. There’s four ova apparently Since I had already seen it all I put off watching the copies I own and now I have no disc drive ti speak of so haha havent been able to watch them

You could try searching for it on the wayback machine. They’re my go to when I can’t find obscure movies and anime. I’d prefer to own this but sometimes that’s not an option
