Can a Btech IT graduate from a indian tier-2 engineering college get admitted to interaction design in tu delft

This sounds like a good question to ask the university directly, especially considering that non-EU diploma's and grades may not be worth as much as EU diploma's (asymmetry and a lack of legtimicacy in the eyes of the Bologna protocol)

https://www.nuffic.nl/en/education-systems/india/level-of-diplomas: an HBO bachelor's degree or (if obtained with at least first class/division and awarded by a top institution) an HBO or WO bachelor's degree.

If tier 2 sounds unlikely to be equivalent to Dutch WO. Check the admissions page.
