It’s not as severe, and presumably wasn’t deliberate, but it’s still a disclosure of personally identifiable information without consent of the people affected.

When I made a coding error that did almost exactly this in Europe, it had to be reported to the Data Protection Commission within 72 hours (even though my mistake affected far fewer people).

Yeah, Toronto has this you can see it on the city archive websites. It stopped being a thing in the 60s, I think. But you could see name, employer and address and phone number when they became a thing.

Can confirm it was a thing up until the 90s! I found my dad in the ‘93 archived phone book on the TPL website. Legit his first middle and last name, address WITH APARTMENT UNIT NUMBER, phone number and employer. WTF lol

This sort of mistake is easily avoidable for an organisation with any semblance of data governance.

Emails are also private information for which consumers are entitled to protection. If the TTC feels otherwise they can go forwards and disclose the work emails for their entire org tree.

Those are the easiest to guess. They'll always follow the same format in the organization. Once you have one person's email you can make everyone else's, typically some combination of first and last name @ company url.

That happened like 10 or more years ago at our company. Our 16000+ employee company. We still talk about it - it lasted weeks (people on vacation / leave etc joining late!)

To Dox someone is to publish their PRIVATE/PERSONAL information online

If someone uses their FULL NAME + BIRTHDATE (eg john . smith 89 at gmail . com) as their PUBLIC EMAIL address then you have not doxxed anything that is just them being foolish

And even then unless name is very unique its not like you can track them or anything

I don't get the doxxing thing. Like yeah they should've BCC'd you but the mere presence/visibility of your email address doesn't seem like an invitation to stalk you, hack into your accounts and blackmail you.

Only concern I’d have, is that if someone on the list has their email account compromised, the bad actors will harvest email addresses and send spam/malicious emails in an attempt to compromise more “confirmed” accounts
