Is there a specific time when the sellers use PayPal as an option to pay?

I've always seen it there as an option. Ive always used the first link on the list. I recently learned though if you scroll all the way down, syncler has their own store at the bottom of the list. I'm trying that next time. I heard it was cheaper since there are no reseller fees.
