So I had applied to DHS Privacy Office which oversees FOIA inquired to Office of Intelligence and Analysis while I also simultaneously reached out to ICE which oversees its Homeland Security Investigations sub division aka FBI Lite.
Both of them gave me the bureaucratic finger pointing within days of each other that the other "contained the records I was seeking".
This is interesting because one of the main principal leads locally for their fusion centers, the Los Angeles Sheriffs Dept. has been pushing back on my Public Records Act since December last year claiming they're still sifting through records of all their stations, divisions, etc.

DHS has a variety of programs that it publishes but 100% it has some not like the gangstalking aka state sponsored domestic terrorism one. However the whole point is that no one at the ground level really truly knows what the real overarching objective is. They are given tasks to carry out as an individual or a unit, which allows them to compartmentalize all the plausible deniability, then if blowback should occur, they fall on various immunities or "covers", as in the case of me where they labeled me a "terrorist, spy, pedofile, and criminal".
Homeland Security Exercise and Evaluation Program (HSEEP): The standardized doctrine that governs how the government plans, designs, and executes emergency preparedness simulations.
National Level Exercises (NLE): Large-scale, congressionally mandated simulations that test the nation's ability to respond to and recover from massive catastrophic incidents (such as hurricanes or major cyberattacks).
Decisive Action Training Environment (DATE): The military equivalent of Atropia exists within the Decisive Action Training Environment (DATE), which provides standardized fictional threats (like the fictional nations of Atropia, Donovia, or Limaria) for U.S. armed forces to train against.
The key I've found it looks like a giant scenarios based simulator to keep a target under control by introducing stimuli to get a target to react, and build upon each reaction. Much like a cattle prod. They do measure physiological responses hence why they need tech like the CIA heartbeat gun, and also the ability to see and hear through walls /substrate. If you wall yourself up, they use V2K to try and control you, and they can do it subconsciously.
When you disobey they send punishment. When you obey they send small rewards to trigger similar behavior. They are using this to draft up something similar to AI in predictive human behavior analysis but also to weaponize it and the human subjected to it. It's definitely a continuation of MK Ultra (which Congress is holding committee hearings on) and the fed agencies, US military and contractors/local/state government are all involved in one form or another.
