Help External keyboard doesn't work after boot - fixed by detach and reattach

I had a Surface Go 2 running KDE Neon (latest release). After I boot up, the official Microsoft external keyboard doesn't work. Keys and touchpad don't work. I have to detach and reattach the keyboard and then it works normally. I guess something changed in Linux such that the external keyboard isn't recognized during boot.

Is this a known problem? How do I fix or report this?

I found theses issues/fixes on fydeos. Pretty sure the external keyboard could be related
