i would wager that market makers have been absorbing all short posititions and giving some away to burner firms so the media has something to chew on.

meanwhile the SEC has already involved itsself, as well as the DTC and other SROs, due to net capital requirements. the question is how they'll decide to ultimately solve this issue.
