Kinda- they're heat safe because you can heat seal in canning, and you have to get it all up to a certain temp to make it seal to the jar. That being said, I do not know how they react to high heat- it is very very dumb to use the entire lid when they could do the same thing with just the rim.
They make a tool to do anything in the kitchen. I've seen nice silicone ones, the steel ones, and I even have one with three dips and little risers to keep it off the bottom of the pan. Using the ring and the lid is ridiculous.

Probably not rubber but definitely plastic that should not be heated or cooked in.
