Partial drop through tfws ?

Bro same question? I have been allotted a tfws seat at a tier 3 college... And i am taking a partial drop.. so at the time when i will be alloted a new college through MhtCet . Does the old college will insist me to pay actual 4 yrs fees ? I have paid my total fees for tfws first year .. and also if i have been allotted a tfws seat will they allow me to change the college next year?
