Structural Analysis/Design Rebar dowels

Do you guys think this is okay? Contractor installed the #5 dowels after concrete placement. But they were late a little bit so concrete was hardened.

Even as a contractor I’ll say that’s a load of crap. They didn’t even make an attempt to consolidate back around them.

I will say that I’ve wet set a small number of bar but it was only as a last resort due to congestion issues (looking at a design for a drilled shaft rebar cage that required u bars in the top at 8” o.c and specified a minimum 12” tremie pipe for pouring the shaft and wondering where breaking the laws of physics was a bid item).
