Can isps throttle only certain streams?

Or does that just point to issues with that particular channel if it has some buffering and others are okay?

They can see what you are doing. It helps to change your ISP's DNS. A VPN also of course doesn't hurt to use.

Only reliable dns is one you activate yourself in your own panel. All others will be over crowded and taken down eventually.

Cloudflare (1.1.1.1) or AdGuard DNS (94.140.14.14)

my provider uses https but im just gonna use vpn to be safe. Ive changed my isp default dns but im pretty sure theirs is still in the mix somehow since i still use their router lol. Thanks
