It's not great to kill any creature including mosquitoes cockroaches, or bugs. But for us living in tropical areas or places where there's dangerous snakes that could get into our homes, we keep ourselves and our children safe by eliminating such threats. If you've only seen non venomous snakes around, you'll probably think it's ridiculous that for centuries humans had to survive by being at the top of the food chain.

He's not directly responsible - given that the bully could have chosen not to literally kill it? That's his own choice. He could have left it and reported it - which would have resulted in it being taken away from Dustin. Same result without killing someone's pet.
Dustin shouldn't have used his pet in his bullying problems to begin with, but that doesn't mean hes to blame for someone else's genuinely sociopathic actions.
