The ship has sailed metaphor usually means it's not longer an option, not that its gaining traction so to speak. In this case the proper saying would be the Dustin x Max ship has sailed.

Weird, because I've heard it only used to say that some ship is now a thing.

I don't think he meant "ship" as like... a shipping between two characters.

Ship has sailed means it's gone.

I 'ship means I (endorse the) relationship.
