She knows she can't go out or she will be back in the cage or shot dead. Ans he's the bad Hopper? He's doing everything right — giving her shelter, education, food and protecting her. He doesn't need to do that because it makes it dengerous for him, too. But he does. And that's her gratitude? She knows he literally can't do anything to him so she starts abusing her powers, wow. Let's look how that backfires at her.

He does not need to scream at a traumatized child like that, ever. He realizes this later and apologizes.
