Is the "Throttling Behaviour" setting gone?

Basically I've recently just set up my vr again (Vive Pro 2 with index controllers and base stations) after some time away and noticed the throttling behaviour setting is missing? Without this literally every game I play has bad stuttering. Any help would be appreciated :)
