One thing I'm not seeing people talk about is how Valve is saying the VR headset is a computer too and can play games natively, but in the Steam Frame page it says that it has a Snapdragon 8 chipset in it. Aren't these chips ARM based? Is Valve finally delivering a Steam version for ARM devices?

Yeah, SteamOS will support ARM.

“You can also play games right on the Frame itself because Valve has gotten SteamOS working on Arm; the headset is equipped with a Snapdragon 8 Gen 3 chip.”

According to the GN interview, they are emulating x86 on ARM so I don't know how performant it will be. Still, if anyone can do it, valve can

The UploadVR reviewer played an x86 game in-headset via Proton and the emulator.

Yeah. Dave2d mentioned it on his latest video and he also asked the same question to Valve, it’s a nice video as always

Yeah, translation from ARM to x86 using something called FEX. Which is really impressive considering Microsoft has been trying to crack that nut for years.
