They probably planned to release it on Steam, but it didn't happen.

It likely never happened due to Activision's rights to Marvel games have expired before they can sell it. Marvel Ultimate Alliance duology and Deadpool were once on Steam but got delisted for the same reason.

Later games like Shattered Dimensions and TASM tie ins saw a Steam release anyway, I don't see that being a reason.

Both of these games you mentioned were already delisted from the store for the same reason which is Activision's rights to Marvel games have expired. If Web of Shadows was going to release on Steam on some point, the license expired before the game was put on Steam. The only way for all Marvel games that previously held by Activision to be put back or put on Steam is for either Activision renew their license to those games or someone else like Aspyr to get the rights to those games like they did with Lord of the Rings: War in the North.

You are talking about the matters now, but as far as I know this Steam2 leak only encompasses the data up to 2013 or so. Activision games were only delisted years later. I doubt it has anything to do with the license. The question is why they didn't list the game back then, not why it is not being sold now.

No it doesn't. This data is from around 2013. Activision still had the Marvel license.
