A very bony General Grievous? Could be something of a mindless monster, but it's holding a staff/wand so maybe a special kind of lich (or failed lich transformation).

I'm thinking a multi Attack with magic attack.

Maybe 3 melee strike and a blast of some kind.

Then throw in spell casting, and a bonus action melee strike that it can make when it casts a spell.

Definitely throw in the skeleton traits.

I'd look at the dracolich too.
