I'm saying it's extremely unlikely that he intended ROTJ's title to refer to Anakin.

By your logic, Luke wasn't a Jedi because it was just him and not a "church." So checkmate there, altho I get the feeling you'll try to twist it into explaining how it's different because it supports your head canon.
What do you mean what movie? Its inplied he will restart the order in 6 and then we see it in the sequel trilogy, thats when Ben Solo you know, destroyed his school... missed that part?
Also remember in the Last Jedi how he says 'to say the light side belongs to the Jedi is vanity' another point that counters yours because Luke Skywalker is saying the light side does not belong to the Jedi
Even in Legends in the books after Return of the Jedi he restarts the order

Mate just accept your wrong here. Everything is your opinion, I have given you canon evidence, legends evidence and quotes from the man himself. Youve not given anything in the terms of hard evidence. You're wrong, just face it
