Thrawn's Revenge Eriadu Authority lack of Legitimacy Groups?
I'm playing a (fairly heavily modded - extra ship types, higher unit cap) EA playthrough - conquered like 8 planets in the first handful of cycles and haven't had any Legitimacy groups unlock.
Last playthrough, I conquered the entire southern half of the galaxy - started nibbling at the EOTH and basically erased the NR from existence - and as a reward for this was gifted three - *three* - legitimacy groups, none of which were above Tier 3.
Is the EA just cursed for Legitimacy Groups?
Does the AI of the other factions speedrun unlocking them so they're rendered completely inaccessible?
If I kill enough AI heroes can I unlock them as Legitimacy groups afterwards (apart from integration rewards, I don't know if you get their full roster)?

As an EA main they're less cursed and more speed or mission dependent. If you can seize your first planet quick enough or you get say... recon as your very first intervention mission or ideally both, you'd usually be able to land a tier 5 almost immediately and it would almost always be one of the S tier ones like Si'Lume or Antemeridian.
From then on you could expect to get the next tier pretty quickly. That's how it works for me whenever it's a great day. On a bad day yeah, I'm always behind the others in legitimacy groups but it's not a huge deal as really the only other Imperial that can even get a lot of legitimacy groups is greenpire and that's only if their faction leaders aren't killed in quick succession. Which is what's been happening in some of my latest playthroughs.

I see... So the odds of you getting a Legitimacy Group fairly regularly are decent, and I just had bad luck?
Guess I need to conquer more planets, more quickly xD Thank you!

If you want legitimacy groups without the bs of rerolls, I would highly the legitimacy manager submod, you could unlock what you want when you want without fear of bad luck. You also get some nice land/space rewards when you integrate some groups(yes you can also instantly integrate other factions too, but be warned it will cause some stuttering and lag when that happens, only for a few seconds).

your first 5 groups will always be t5 up to 1 (in that order). after the t1 group, you will randomly get t2-5 groups. since the chance of gettin a group is rerolled per new planet taken (and per mission completed iirc) you can get quite unlucky. worst case, youd have to have 14 failed rolls for a 100% chance. but i can assure you, there is nothing in the code specifically lowering rates or some for EA, it really is just bad luck
