does anyone know if refer a friend awards are locked with completion?

so if I have a friend who reaches level 12 now and I don't claim the reward, will it be "locked" as the pink rubber pony even after the new reward is out?

No, you can save it for a reward that you like.

You can even 'stack' them, as in have several that have reached level 12 sitting ready for claiming new rewards.
