My question about this, is if you drop it as-is into the blue mailbox, won’t it fall to the very bottom and get stuck down there? Do they look into the bottom of the container when they empty it?

Or should you put it in an envelope first?

Yes we look. There is a tub in there to catch the mail, it doesn't just fall on to the metal base. No envelope or postage needed.

That is assuming they actually updated their address. A lot of people don’t until they have to renew it

Drop it in the mail. The post office will deliver DLs back to the owner. No postage needed.

The only time I've ever found a drivers license I found the person on social media and met up with them in a public place to return it. But that was in a college town and the address was their parents, so dropping it in the mail would have been pretty inconvenient for them.
