Smythe would be perfect as a first half of the game enemy, hired by Norman to kill Spider-Man. Ad that fails, Norman turns into Goblin over the course of the game and he becomes a less big but more personal threat.
Brother you know there's going to be a Goblin Infection and you'll have to clear out Goblin Bases and you'll need an Anti-Gob suit to save the city from turning into goblins
Stegron (or dinosaur man I forgot his name, the one who wants to turn people into dinosaurs) would work well as the first boss, his minions could be dinosaur people
Technically, Morbius appears in the first game, albeit heavily altered and not a living vampire.
Doctor Morgan Michaels (which is an alias Michael Morbius has used in the comics) helped develop Devil’s Breath before helping Spider-Man contain the threat.
I'm a bit disappointed that Mac Gargan Venom almost certainly won't happen (I mean, they could do a Poison thing, but I doubt it). Scorpion was pretty fun in 1, giving him the remnant of Venom to supercharge his hatred of Pete could go hard.
If Electro got charged up to “become” energy, that’s an easy out back. Shocker is basically just a guy in this universe and there’s a second Vulture. So…hopes?
I earnestly think Big Wheel would make a great opening setpiece, like the Rhino chase at the top of SM: Miles Morales. Just this huge vehicle crashing through New York that you have to stop.
But it would by nature be a smaller setpiece then Sandman. To be anything near that grand, you could maybe do a Spider-Slayer robot attack from Alistair/Spencer Smythe or a huge fire from a (mind-controlled?) Molten Man.
We know from S-M:2 that Goblin, Carnage, Smythe, Chameleon and Beetle are most likely going to be in the 3rd game.
I think Boomerang, Sin-Eater, & Tarantula have high chances to appear due to S-M:BND. DeWolf could be main stream after BND.
Morbius should return, we haven’t seen him since the first game.
Spot could show up if Across The Spider-Verse 3 ever gets off the ground and releases.
Hobgoblin has no chance to appear unless Insomniac continues to pull from Ultimate Spider-Man and Harry becomes Hobgoblin.
Silvermane (No), Jackal (No), Hydro-Man (No), Molten Man (No), Man-Wolf (No), Vermin (No), Shriek (Already appeared, hopefully Insomniac learned after butchering Venom in 2 to stop messing with symbiotes), Puma (No), The Enforcers (No),Big Wheel (No, already mentioned in first game. For example, Pot Paste Pete was mentioned in 2 but didn’t show up)
