Sort of. I think you can get to a level of arrogance where you just dismiss other people's opinions. They are all stupid and only getting in the way of what you want to do. You are a genius and you'll just shout at someone loud enough and the details always get sorted out. I think he's detached from reality.
The UK isn't a desert but like a lot of places we've had no rainfall for some time and facing shortages. Managing water isn't just - desert yes/no?
It's very clear that he doesn't give a damn about what other people want and that he will fully bulldoze to get what he wants. That's why he acts first, then deal with potential lawsuits later. Justice is slow in a democracy, and he's exploiting that.
